# 1 GARAGE OCCUPANCY The occupier/owner of a residential property may apply for an annual permit allowing human occupancy. The rent shall not exceed property taxes.The owner will provide: smoke detector, fire extinguisher, access to electricity, water and waste disposal. No cars.
#2 CONVERT OFFICE SPACE TO TINY HOUSES Must work downtown/ no car for discount.
#3 VILLAGES Fenced Property, 50’ X 100’ lot size, wood houses 8’ X 8’, 25 humans, Self-governing, Community Agreement with village contribution and responsible for all in and out flow.

#4 LIVE IN STORAGE BUILDING Buy or build a four story storage building. Limit occupancy to three months. Sell the building in five years. This would produce 1,200 units of shelter for approximately 1700 people. Portlanders need to be out of the weather and safe.
#5 UNOCCUPIED HOUSING FEE Unoccupied dwellings of three months or more would be charged a $100 per bedroom fee, until unit is occupied.
